Obama's 2013 budget plan includes higher air passenger fees
The 2013 budget plan proposed by the Obama administration calls for a rise in passenger security fees at airlines, with a goal of collecting as much as $25.5 billion in additional passenger fees over the next 10 years. Airlines have expressed disapproval at the proposed fee increase, citing possible job cuts. The budget request also proposes a bill that would boost transportation spending to $476 billion over six years as well as a $1 billion budget for hardware upgrades at the Federal Aviation Administration.

AOPA stands against GA user fees in Obama budget: The Aircraft Owners and Pilots Association does not support the inclusion of user fees of $100 per flight for some general aviation aircraft in President Barack Obama's 2013 budget. "In nations where user fees have been introduced, the fees have grown," said AOPA President and CEO Craig Fuller.

TSA 'Fast Lane' Through Airport Security: Only a Few Will Benefit, $100 are you kidding me?

{To travel freely is a right US citizens have under the constitution.  The TSA via congress and the PATRIOT ACT have taken away your right to travel freely.  Now a pilot, and law abiding citizens must pay $100 to transfer from GA business aircraft to his airline flight. GA pilots show passports at time of training, have multiple background checks throughout their lifetime,  may have backup passports and are checked for validity each time they fly into and out of the country.  Has the TSA gone to far?  Is the TSA intruding on American's personal rights?  Do american's have rights or has America become a dictatorship?  One thought to consider; has America and our government lost it's way as the global leader of freedom and democracy? }

TSA kicked off it's new "PreCheck" program at LAX this morning.  It's an expedited security screening for frequent fliers on Delta and American Airlines.

If you qualify, it's great.  We watched people get through the checkpoint in 30 seconds or less, without having to remove jackets, belts, shoes, or laptop computers.

But the only way to take part is by invitation from the Delta or American frequent flier programs, or by applying online through globalentry.gov.

A TSA spokeswoman says the airlines are only inviting passengers who travel frequently -- above a certain number of miles per year.

And if you apply online, you will have to pay a fee, undergo a face-to-face interview at the airport in advance, and submit fingerprints!

FAA REAUTHORIZATION BILL 2011 incease increase of jet fuel tax

The bill moved forward by the Finance Committee includes the same proposed increase in GA jet fuel taxes from 21.9 cents per gallon to 35.9 cents to fund modernization as the 2010 bill.

October 2009

JET FUEL TAX PROPOSED INCREASE June 1, 2009

James Oberstar (D-Minn.) states “Therefore, I recommend that the Committee on Ways and Means increase the general aviation jet fuel tax rate from 21.8 cents per gallon to 35.9 cents per gallon, and increase the aviation gasoline tax rate from 19.3 cents per gallon to 24.1 cents per gallon".

Conklin & de Decker calculate an additional 20.0 cents per gallon will be incurred if a carbon tax is implemented. The carbon tax is an estimate only. The tax will be higher as the Obama administration has recently suggested, September 2009.

 

AIR CHARTER - F.E.T. (transportation of person's tax)

In addition to fuel tax air charter customers pay an F.E.T. of 7.5% on a charter flights value conducted within the United States. As an example the tax on a $100,000 charter flight is $7,500.  Additionally a $3.50 fee per person is taxed on each passenger segment.

AVIATION TAX SUMMARY

The taxes levied have "0" direct benefit to the business purpose of a private/charter flight.

Example: Five (5) hour flight in a private jet that burns 400 gallons per hour. Charter cost $100,000.

Prior to the aircraft departing the above tax's may be anticipated.  There is a cost to use the ATC system.  U.S. transportation policy discussions center on, "user fees and governments obligation to promote commerce and jobs with general tax revenues".  Either position may be accomplished separately.  Compromising and using both policies is not acceptable from the capitalist viewpoint.
